Non-Binding ILOS Pricing Guidance

This document offers guidance on non-binding in lieu of services (ILOS) pricing. The DHCS has pre-approved a list of 14 ILOS that managed care plans (MCPs) are strongly encouraged to offer. ILOS are medically appropriate and cost-effective alternatives to services covered under the State Plan. The approved ILOS are designed to be highly valuable to Members with complex health issues including conditions that are exacerbated by external drivers such as lack of food, housing or other social drivers of health.

CalAIM 1915(b) - Approval Letter

This letter states that through the 1915(b) CalAIM waiver renewal, CMS and California are partnering to further integrate the Medi-Cal managed care system in order to meet the physical, behavioral, developmental, long-term care, oral health, and health-related social needs of all Medicaid beneficiaries with an integrated, person-centered approach. This waiver will also assist the state in improving health outcomes and advancing health equity for beneficiaries by enabling California to provide an innovative array of new benefits to certain high-need, hard-to-reach “populations of focus.”

This CalAIM Initiatives Launch Timeline is a dynamic document that reflects DHCS’ expected timing of initiative launches across the implementation period for CalAIM and key related initiatives. CalAIM's series of far-reaching initiatives represent broad reforms of Medi-Cal’s programs and systems. The Department of Health Care Services (DHCS) is implementing CalAIM in partnership with Medi-Cal providers, Managed Care Plans (MCPs), Counties, Community-Based Organizations and other stakeholders. These changes will span a multi-year period, with the first reforms already underway effective January 1, 2022 and subsequent reforms to be phased in through 2027.

Evaluation Design Approval

This letter approves the "Massachusetts' evaluation design for its section 1115 demonstration, entitled MassHealth (Project Number 1l-w-00030/1)", and includes a copy of the modified evaluation design document. "The development of this revised EDD has been guided by the Demonstration Special Terms and Conditions (STC), CMS comments on the previous drafts of the EDD, and subsequent communications with CMS. The revised EDD also incorporates feedback from MassHealth stakeholders and advisory groups and guidance from an independent Scientific Advisory Committee (SAC) comprised of national experts in health services research and Medicaid transformation. The revised EDD addresses research questions and hypotheses suggested by CMS in the STCs and incorporates the evaluation design for DSRIP (see Section II)."

Interim Evaluation Report  

This letter approves the Commonwealth’s Interim Evaluation Report. Some of the findings from the Interim Evaluation Report were: "the demonstration’s effects on access to services and coverage, quality outcomes associated with various demonstration components, improvements in diabetes and high blood pressure management, appropriate use of emergency departments among the ACO population, and timely follow-up after an emergency department visit. Additionally, findings suggest that the demonstration was successful at keeping the uninsurance rate low (around 3 percent), and it exhibited some positive findings for beneficiaries with Substance Use Disorders (SUD)". Overall, "analyses of the impact of various components on demonstration costs all showed that per-member per-month costs for MassHealth beneficiaries were lower than they would have been without the demonstration".

CHLPI April 2023 Letter to CMS: Food is Medicine Section 1115 Demonstrations – Implementation Survey and Recommendations 

This letter highlights the efforts of CMS to encourage states to submit Medicaid section 1115 waivers to Pilot Food is Medicine initiatives. It commends CMS commitments to the National Strategy and its efforts to address health-related social needs (HRSN) at a critical time when individuals and families have lost SNAP emergency assistance. This letter serves as a request of continued support of CMS to support states and stakeholders in addressing "nutrition insecurity, chronic illness, and health care costs through Food is Medicine by issuing guidance and providing technical assistance regarding 1115 demonstrations".

U.S. Department of Veterans Affairs and The Rockefeller Foundation Join Forces To Increase Healthy Food Access, Improve Health Outcomes for Veterans

In this press release the US Department of Veterans Affairs (VA) and the Rockefeller Foundation announce their partnership to launch a pilot project that brings Food is Medicine (FIM) programs to US veterans and increases food security even at a time when health care costs are being cut at the federal level. Expanding these programs at VA health care facilities across the country will "address the impact of diet-related disease and food insecurity among Veterans, while evaluating their impact for building the case to embed these programs into a fully integrated health care delivery system".
